Where is the evidence that psi phenomena are counter to the prevailing scientific consensus?

This implies that large numbers of scientists have carefully studied the data, conducted large scale controlled trials, developed a coherent theory for countering the enormous amount of positive data regarding paranormal phehomena, etc.

To the best of my knowledge, nothing like this is even close to having occurred. It sounds, rather, like you have in mind the many scientists who think as Richard Dawkins does when he told Rupert Sheldrake he didn't even have to look at the evidence for telepathy because he knew it was impossible.

The consensus, actually, has nothing to do with science and everything to do with the Abstractist belief system that has led otherwise intelligent scientists to believe that"information" (ie purely abstract concepts) is actually the basic stuff of the universe.

This is as silly as attributing casual efficacy to "laws of nature" - which are concepts constructed by human beings.
